KNOC is pursuing a CCS demonstration project utilizing the Donghae Gas Field, which ceased production at the end of 2021, to contribute to the government’s carbon neutrality goals and secure new growth drivers. This project aims to capture and store 1.2million tons of CO₂ annually. As a first phase goal, the corporation aims to secure integrated CCS technologies across the entire cycle, including large-scale capture technology and depleted gas field storage technology. In the second phase, KNOC plans to expand the CCS storage capacity to 4.8 million tons by 2030 through large-scale saline aquifer injection demonstrations and cross-border CCS projects, leveraging the infrastructure established during the demonstration project. To achieve these goals, it is essential to establish a ‘Southeast Region CCS Hub/Cluster’ based on the Donghae Gas Field demonstration project, considering the export of carbon to overseas storage sites. Effective strategies and direction must be set for integrating the Southeast Region Hub/Cluster with the Shepherd Project, Asia’s first cross-border CCS project. This presentation will introduce a two-track strategy for establishing the Southeast Region Hub/Cluster and examine the synergies, such as achieving economies of scale and large-scale injection technology cooperation, as well as the risks that can be mitigated when these strategies are successfully implemented.

한국석유공사는 정부 탄소중립 목표 달성에 기여하고, 신성장동력 확보를 위해 2021년 말 생산이 종료된 동해가스전을 활용한 연간 120만 톤 규모의 CCS 실증사업을 추진하고 있습니다. 공사는 실증사업을 통해 대규모 포집기술과 고갈가스전 저장기술을 포함한 ‘CCS 전주기 통합기술을 확보’하는 것을 1단계 목표로 설정하였습니다. 이후 2단계에서는 실증사업 기반시설을 활용한 대규모 염대수층 주입 실증과 국경 통과 CCS 사업을 통해 ‘CCS 저장용량을 2030년까지 480만 톤 규모로 확장’할 예정입니다.이러한 목표 달성을 위해서는 우선 동해가스전 실증사업을 기반으로 ‘해외저 장소로의 탄소 수출을 고려한 동남권 CCS 허브/클러스터 구축’이 필요하며, 동남권 허브/클러스터와 아시아 최초의 국경통과 CCS 프로젝트인 셰퍼드 프로젝트와 실효성있는 연계를 위한 전략과 방향 설정이 선결되어야 합니다. 본 발표에서는 동남권 허브/클러스터 구축을 위한 투트랙 전략을 소개하고, 이러한 전략이 성공적으로 실행되었을 때, 규모의 경제 달성, 대규모 주입 기술 협력 등 어떠한 시너지들이 극대화되고, 어떠한 리스크들이 상쇄될 수 있는지 살펴 보겠습니다.
